Cindy S. Manville, age 71, of Meadville, PA passed away peacefully at her home after a brief illness with her daughter by her side on Tuesday February 17, 2026. She was born on November 15, 1954 in Meadville, PA to the late Perry “Max” and Helen (Heme) Rubner.
After graduating from Saegertown High School in 1972, she worked at Edinboro University for 7 and a half years. She then worked for the Department of Environmental Protection for 30 years, retiring at the age of 55.
Cindy loved to travel. Some of her favorite places to visit were Las Vegas, Paris, Key West, California, New York City, northern Michigan, and a memorable trip to Cincinnati. She also took pride in supporting and volunteering at local veteran, civic and community clubs with her life partner, Jim, where they built many lasting friendships. And in recent years, Cindy always looked forward to her regular lunches with “the girls.”
She is survived by her daughter, Misty Cleary and her husband, Brandon of Monroeville, PA; her grandsons, Finnegan and Owen, to whom she was a devoted and loving Memaw; and an aunt and several cousins.
In addition to her parents, she was preceded in death by her brother, Perry “Butch” Rubner Jr.; her husband, Fred Manville Sr. and her life partner, Jim Kerr.
A Celebration of Life will be announced at a later date.
