After attending Meadville High School he served in the US Navy aboard the USS Coral Sea and in the US Army in Germany during the Koren Conflict. Upon returning home he completed a plumbing apprenticeship with Kenneth Reischman. As a master plumber, he and James Davis owned and operated Davis and Hughes Plumbing and Heating in Meadville. He sold his half of the partnership to James Davis and joined Local #47 of the Plumbers and Steamfitters Union, where he worked on construction. He was an avid hunter, trapper, and fisherman and a member of the Pennsylvania and National Trappers Associations.
